EU Single Startup Rules 2026: New 28th Regime Proposal – News and Statistics

The European Union plans to propose a single set of rules for startups next year, as announced by the head of the EU’s executive on Friday. This initiative was detailed by European Commission President Ursula von der Leyen during her speech at the Italian Tech Week in Turin.

Von der Leyen stated that the Commission would present legislation in 2026 to create a “28th regime” for startups. This new regime is designed to replace the 27 separate national systems that companies must currently navigate. “Too often, it is easier to expand to another continent than across Europe,” von der Leyen said, adding, “I want the same to be true for you as it is for a San Francisco startup scaling across the U.S.”

The goal of this legislation is to help the bloc’s innovative companies grow, operate across the region, and find it easier to retain talent. This initiative is part of a broader effort to strengthen Europe’s tech ecosystem, which also includes a multi-billion euro Scaleup Europe Fund and a new “AI first” strategy to accelerate the adoption of artificial intelligence across industries.
