Pune, 28th April 2025: Maharashtra has firmly established itself as the top state in India for generating employment, with an impressive 84% job capacity, according to the India Skills Report 2025. While Mumbai remains the country’s economic and entertainment capital, Pune has emerged as a major job hub, outperforming Mumbai in terms of job creation.
Delhi ranks second in job availability with 78% job capacity, followed by Karnataka. However, Gujarat, Prime Minister Narendra Modi’s home state, has the lowest job availability at just 62%.
States like Maharashtra, Tamil Nadu, and Karnataka dominate the list of preferred locations for employment, largely due to their industrial diversity and well-developed infrastructure. Yet, Maharashtra does not make it to the top five when it comes to providing job opportunities for women, as highlighted in the report. Despite this, the state excels in English proficiency, with 67.45% of its population fluent in the language, outpacing Karnataka and Uttar Pradesh.
While Uttar Pradesh ranks fifth for employment, it leads the nation in providing jobs related to numerical skills. Andhra Pradesh and Madhya Pradesh follow closely in this category.
Despite having the lowest job availability, Gujarat is regarded as one of the safest states for women, earning it the preference of many women job seekers.
Maharashtra’s position at the top of the employment charts reflects its thriving industries, technological advancements, and strong educational infrastructure. Pune, in particular, stands out as the city offering the most job opportunities, driven by its booming IT, manufacturing, pharmaceutical, automotive, and startup ecosystems. The city’s appeal to the youth of India continues to grow, as it offers a vibrant job market with diverse opportunities.
Notably, the state ranks third for computer skills, with 34% of the population excelling in critical thinking abilities. Despite this, the state must focus more on increasing employment opportunities for women, a gap that needs to be addressed in the next phase of its development.

Women tend to prefer working in Andhra Pradesh, Kerala, Gujarat, Tamil Nadu, Maharashtra, Delhi, Uttar Pradesh, Karnataka, Madhya Pradesh, and Haryana. Men, on the other hand, show a preference for working in Gujarat, Andhra Pradesh, Kerala, Maharashtra, Tamil Nadu, Delhi, Uttar Pradesh, Madhya Pradesh, Karnataka, and Haryana.
