Outcome1.AI, an AI startup focused on digital workforce solutions for small and medium-sized companies, has launched in Romania and plans to expand to Greece, Spain, and Poland in its next stage of development. The company was founded by Bogdan Putinică, former General Manager at Microsoft, and Alex Balint, a technology executive with more than 22 years of industry experience, including roles at Microsoft, Amazon, and Stripe.
The platform allows SMEs to hire digital employees for clearly defined business roles through a monthly subscription. Each digital employee is assigned to a specific role, operates within defined authority limits, and carries tasks through to completion or escalation, with traceable evidence and human oversight.
Outcome1.AI positions its technology around the concept of governed digital labour developed under European legislation and operational standards. The startup is initially active in Romania and is supported by startup programmes including Microsoft for Startups, AWS Activate, NVIDIA Inception, and ElevenLabs Start-ups.
Its initial digital employee roles cover customer operations, finance and accounting, human resources, sales, IT, marketing, procurement, and data processing. The systems can handle recurring customer requests, reconcile invoices, prepare HR documentation, monitor regulatory compliance requirements, attract and qualify leads, update CRM records, coordinate campaigns, and triage IT requests.
The company says its approach is aimed primarily at expanding SMEs’ operational capacity, particularly for activities that existing teams do not have the resources to cover consistently.
“I believe digital labour can complete the work that a company has never been able to fully cover with its existing staff. We created Outcome1.AI so that a company can integrate a clearly defined digital role, set its objectives and limits, and increase its capacity while keeping decisions in human hands. An SME should be able to hire work capacity in the same way it hires a person for a role, with a predictable salary, rather than license a tool and hope it can find someone to operate it. And I believe this pillar of the economy needs to be built in Europe, under European legislation, in Europe’s languages, by people who have managed and built P&Ls in these markets, because a future rented from companies outside Europe is a future that someone else can change at any time,” said Bogdan Putinică, CEO and co-founder of Outcome1.AI.
Putinică has held management roles across European and Asian markets and previously led Microsoft operations as General Manager.

We built Outcome1.AI by tackling the technical challenge of combining Frontier AI capabilities with the controls a real company needs: reliable sources, clearly defined permissions, relevant context, evidence, and a clear escalation path,” said Alex Balint, CTO and co-founder of Outcome1.AI.
Balint has more than 22 years of experience in technology, including over 15 years in leadership positions and more than six years in Big Tech.
SME market faces structural capacity constraints
The European Union has around 34 million SMEs, representing 99.8% of all companies, employing approximately 105 million people, and generating around 52% of the value added of the non-financial business economy, according to the European Commission’s SME Performance Review 2025/2026.
At the same time, 72% of employers globally report difficulties filling vacant positions, according to the ManpowerGroup 2026 Talent Shortage Survey. The figure reaches 83% in Germany, 79% in Romania, and 84% in Greece.
Romania also combines relatively severe labour shortages with the lowest level of corporate AI adoption in the European Union. According to Eurostat data cited by the company, 5.2% of Romanian businesses with at least 10 employees use AI, compared with an EU average of 20%.
Outcome1.AI aims to address this gap by accelerating technology adoption among SMEs, initially in Romania before expanding into other European markets.
The company argues that many smaller businesses face persistent execution bottlenecks, ranging from unreconciled invoices and unanswered customer or supplier requests to delayed analysis and missed commercial opportunities. Its model is designed to add operational capacity without requiring companies to introduce another software tool that still depends on employees to operate it.
How digital employees work
Outcome1.AI defines a digital employee as an AI system assigned to a single business role and responsible for completing a clearly delimited activity from intake through to completion.
Each role determines what the system can read, draft, modify, send, or recommend, as well as the performance standards it must meet and the point at which a designated human employee must intervene.
Human oversight is built into the system, with permissions limited according to role and escalation procedures defined for situations that require human judgement.
European AI infrastructure and compliance
Outcome1.AI is being developed in Europe with a focus on the regulatory, linguistic, and operational requirements of European companies. Its architecture is based on controlled access, traceable execution, privacy-focused workflows, and accountability. Actions, delegations, and exceptions retain their context, permissions are restricted according to role, and process changes can be reviewed and versioned.
The company sees this architecture as increasingly relevant as new AI Act requirements on governance, traceability, and accountability come into effect across the European Union.
Its longer-term ambition is to contribute to a European sovereign AI ecosystem, with technology developed under European legislation and adapted to local languages and business practices, while reducing companies’ dependence on infrastructure and operating rules controlled outside Europe.
The startup develops its own technology and intellectual property and describes its product as a Frontier AI platform focused on the future of work, with human oversight integrated into its architecture.
