
The Telangana Scheduled Castes (Rationalisation of Reservation) Rules, 2025 order was issued on Monday (April 14, 2025)

With the provisions of the Telangana Scheduled Castes (Rationalisation of Reservations) Act, 2025 becoming operational, the State government has notified rules for the implementation of the new Act.
Reservation for three groups
Accordingly, one % of posts in public appointments and seats for admission into educational institutions out of the total 15% [reserved for Scheduled Castes] will be reserved for a group of Scheduled Castes (SC) listed in Group-I, nine % for the castes in Group-II and the remaining five % to those placed in Group-III. The government made clear that if any eligible candidates for appointment to posts and for admissions into educational institutions are not available from Group-I, such posts should be filled with a candidate from group-II and so on.
If no eligible SC candidate (including women) belonging to the three groups are available, the vacancy should be carried forward as per the existing rules and should not be filled with candidates belonging to any other community other than Scheduled Castes. Reservation for women to an extent of one-third in public appointments and educational institutions would be in accordance with the existing rules.

The rules would however be not applicable for notifications/advertisements already issued and not finalised for appointments in public service or admissions into educational institutions prior to the commencement of the Act (Telangana Scheduled Castes (Rationalisation of Reservations) Act, 2025). Similarly, the rules would not be applicable in cases of appointments to a post or service in any Central government department or any corporation or undertaking owned by it as well as the educational institutions under the control of the Central government.
In case of any doubt or difficulty arising in giving effect to the provisions of the rules, the government would make such provisions or give directions, not inconsistent with the provisions of the rules, for the removal such doubts or difficulties.
