EU Inc Stalls in JURI Committee Over Workers' Rights Dispute - News and Statistics

The European Parliament’s Committee on Legal Affairs (JURI) was unable to reach consensus on the draft report concerning EU Inc on 19 October, following an earlier delay of the vote on 5 October. The impasse is being driven by disagreements among MEPs regarding workers’ rights.

EU Inc is a bloc-wide company structure enabling businesses to register in a single member state while operating throughout the EU. It would operate under a common rulebook, known as the 28th corporate regime, sparing founders the need to navigate 27 separate national frameworks.

Introduced by the European Commission in March 2026, EU Inc is designed to make establishing a business in the EU easier and less costly. It addresses fragmentation across Europe’s startup ecosystems and is meant to foster collaboration, talent mobility, and access to funding.

Founders would be able to set up a company entirely online within 48 hours, with starting capital of EUR1 and no notary required. Registration and documentation would be processed in English, with no translation or local-language requirements when operating abroad.

Although EU leaders agreed to finalise the law by year-end, opposition is emerging from several quarters.

EU Inc founders contend that months of negotiations had diluted the proposal. In a public statement on 15 October, they accused the EU of reducing EU Inc to a fast-track registration process by removing its core features, including free choice of registration and a common-stock framework to attract talent.

The European Trade Union Confederation (ETUC) cautions that the proposal endangers workers’ rights. On 24 September and 20 October, trade unions from across the bloc demonstrated in Brussels and Strasbourg, warning that it would allow companies to use lighter corporate rules to circumvent national labour laws and social standards.
