EU unveils Innovation Act to help startups scale globally

The European Innovation Act, proposed by the European Commission, aims to help innovative companies develop, finance and scale their businesses within Europe, strengthening the EU’s competitiveness, prosperity and technological sovereignty. 

The initiative addresses two major barriers facing European startups and scaleups: access to finance and the commercialisation of innovation. Proposed measures include a common EU framework for valuing intellectual property and a digital marketplace for IP assets, which could unlock an estimated €10.2 billion in additional annual financing. 

The proposal also introduces a common approach to research and development procurement, designed to accelerate the deployment of new technologies and support cross-border collaboration among public buyers. In parallel, the Commission plans to establish an EU-wide framework for regulatory sandboxes, enabling innovators to test new products and services in controlled environments before entering the market.
