The Hong Kong Labor Department implemented new measures under the Enhanced Supplementary Labor Scheme (ESLS) to safeguard employment priority for local workers.

Key Points:

  • After an employer has submitted an ESLS application to hire a foreign worker, subsequent applications submitted by the same employer will not be processed.
  • The Labor Department will inspect establishments that employ foreign workers to ensure they meet the 2:1 ratio requirement of local workers to foreign workers.
  • The Labor Department launched an online complaint form on the ESLS website for local workers to lodge complaints against employers suspected of displacing local workers with foreign workers.
