New Delhi: India is set to join the European Union’s €93.5 billion Horizon Europe research and innovation programme after both sides concluded negotiations on the country’s association with the initiative. The agreement is expected to take effect in January 2027, subject to formal signing and completion of the required procedures.

The development will create significant opportunities for Indian universities, research institutions, companies, startups and scientists to access funding and collaborate with leading European research organisations.

Under Pillar II of Horizon Europe, which focuses on global challenges and European industrial competitiveness, Indian organisations will be eligible to lead multinational research projects. The programme covers several important sectors, including healthcare, artificial intelligence, digital technologies, advanced manufacturing, space, climate change, energy and the bioeconomy.

The association is expected to strengthen India’s research capabilities while providing domestic institutions access to international expertise, advanced infrastructure and wider scientific networks.

What Is Horizon Europe?

Horizon Europe is the European Union’s flagship research and innovation programme for 2021 to 2027, with a total budget of €93.5 billion. It supports scientific discoveries, technological development and industrial innovation across multiple sectors.

Countries outside the European Union can participate through formal association agreements. These arrangements allow eligible institutions to compete for research funding and participate in collaborative projects under conditions broadly similar to those applicable to organisations within EU member states. Associated countries are also required to contribute financially to the programme.

India’s participation will build on its existing scientific and technological cooperation with Europe, moving beyond individual partnerships towards a more structured research relationship.

Strengthening India-EU Research Cooperation

The two sides have already extended their Agreement on Scientific and Technological Cooperation, originally signed in 2001, until 2030. Research and innovation also form an important part of the India-EU Comprehensive Strategic Agenda towards 2030.

Cooperation through the India-EU Trade and Technology Council has further expanded discussions on artificial intelligence, semiconductors, high-performance computing, digital infrastructure and 6G technology.

Exploratory discussions on India’s association began on February 6, 2026, followed by formal negotiations on July 17. With negotiations now concluded, the next step involves signing the agreement and completing the remaining formalities.

The partnership could strengthen India’s position in global scientific research and emerging technologies while creating long-term opportunities for innovation, industrial development and international collaboration.
